In reply to the second part of your letter which invites me to make such observations as I may think fit on the documents sent in by Mr. Johnson for transmission to the Secretary of State, I beg to be permitted to delay making the observations called for until I know whether the above appeal to the Executive Council will be entertained and an inquiry held as, in that case, the observations I should make had better be laid before the Right Honourable the Secretary of State as part of the proceedings in the whole case.
